It will not be long until something experimental version of Joomla 3.0 launched. Joomla .0 release is the most experimental versions and it is not recommended to use these on live sites. You should at least wait until 3.1 or maybe LTS (Long Time Support) version 3.5 will.
One of the biggest news is the integration of Bootstrap (previously Twitter Bootstrap) is a user interface tool for creating stylish and efficient interface and features with modern support for mobile devices and touch screens.
Bootstrap is founded by people from Twitter but is completely open and people from around the world helps to take the project further. Bootstrap is of course entirely built on open source and is based on techniques that HTML5, CSS3, LESS and jQuery.
The entire administration tool in Joomla is now being converted into a new interface based on Bootstrap. Take a look at YouTube seminar in the bottom of the article to see in detail how the new admin pages look!
Another integral part of Bootstrap is responsive templates. There is native support for various devices from 480px screens to large screens on 1200 + px everything is scaled dynamically as window size.
Another major change in Joomla 3.0 is the transition from Mootools to Jquery. JQuery is clearly much more popular than Mootools and many developers have been very frustrated by the conflicts that usually come when integrating both libraries. As of Joomla Jquery 3.0 will be standard and will va which primarily will be used in the Joomla core. However, 3.0 and 3.1 that shipped with Mootools not to release compatibility. However, I would think that when Joomla is ready for 3.5 will Mootools be skipped.
Bootstrap offers many exciting opportunities for both designers and developers. Designers have with Bootstrap lots of simple means to create user friendly features such as touch-friendly buttons, tooltips, dropdown, tabs, modal messages and much more. See Example
